You were right initially, Jasmine is the older sister. I'm pretty bad with Sim ages, but Jasmine is approximately 2 years older than Cecilia. Sorry if that's confusing. You might also be mixing Cecilia up with Carrie Thomas which is my fault too... those scenes in highschool were shot before Cecilia even grew to be a teen and I had just randomly selected someone from the Sim bin to be Willow's "bully". In retrospect, I shouldn't have made her blonde.
